Stage II · The Oracle
Evidence is bound to its source.
The PHREVO Oracle validates evidence before it enters the record. Cryptographic signatures can protect source integrity, ML models flag anomalies, and external data such as satellite, census, or market feeds can cross-check readings.
If a sensor lies, neighboring sensors contradict it. If the network is attacked, the oracle quarantines the reading.

Stage III · Smart Contract
Capital follows verified thresholds.
Funding rules can be tied to verified thresholds. When a KPI clears, a tranche can be released; when it fails, review or pause conditions can be triggered. Automation supports accountability without removing human legitimacy.
Funders and operators see which evidence conditions matter, which thresholds are still open, and where review is required before resources move.

Stage IV · Community Governance
Humans govern legitimacy, exceptions, and thresholds.
Community validators with accrued Justice Weight review edge cases, vote on new projects, and ratify oracle disputes. Governance is liquid and non-transferable — it follows participation, not capital.
The Impact Passport records responsibility earned through contribution. It is designed to support participation without turning identity into a speculative asset.
